【王烱華／台北報導】陸軍六軍團542旅洪仲丘下士退伍前夕遭關禁閉，造成洪熱衰竭死亡案，陸軍司令部上午公布行政調查結果，陸軍副司令吳有明中將證實有「處分程序不夠周延」等5項疏失，並首度向外界道歉，吳表示，會將相關失職人員移送法辦。

吳有明表示，此次案件確有「處分程序不夠周延」、「禁閉室管理欠當」、「戒護管理人員訓練不足」、「危險天氣未按規定調整操課」及「幹部緊急救護知識不足」等諸多缺失，陸軍將配合軍檢單位調查，並精進禁閉室管理方式。
